Dr. Deserae Raphael - Special Education and Early Intervention Expert

An accomplished educator and administrator with experience in special education, early intervention, and curriculum development, Dr. Deserae Raphael holds an MS in counseling from Wilmington University and has pursued studies in education at Temple University. She has worked in teaching, educational consulting, and administration, focusing on student support and curriculum implementation. Currently serving as a local education agency representative at Elwyn Incorporated, Dr. Deserae Raphael coordinates individualized education program (IEP) meetings, facilitates early intervention services, and collaborates with families to access community resources.

She previously served as a special education coordinator in Woodlyn , Pennsylvania, where she provided instructional and behavioral support for students aged 3 to 13. Her experience also includes roles as a middle school teacher in New Castle,Delaware and a school counselor, an early childhood and elementary teacher in the Chester Upland School District, where she developed intervention strategies and assessed student progress.

Dr. Raphael has also worked as an early intervention specialist with Aveanna and an educational consultant with Sunny Days, assisting students with special needs through individualized service plans. She has also contributed to higher education as an adjunct professor at Prism Career Institute, where she taught courses in psychology, curriculum development, and child development.
